NASA launched the RAM C-I payload from Wallops Island, as part of efforts to address the communications blackout encountered during spacecraft reentry in the Apollo program. The experiment investigated techniques for overcoming the ionized plasma sheath surrounding a reentering spacecraft, which can block radio signals between the spacecraft and ground control.
